Dr. Elizabeth Hoover is the Chief Technology Officer for Alexandria City Public Schools (ACPS) in Alexandria, VA, now in her 17th year in the role. She leads district-wide technology initiatives to enhance teaching, learning, and operations. Under her leadership, ACPS has launched an award-winning online learning program, earned recognition as a Common Sense Media Digital Certified School District, expanded one-to-one learning in grades K-12, and integrated data analysis tools to improve student outcomes.
Dr. Hoover oversees infrastructure and support services, business and education applications, and instructional technology, ensuring technology supports both academic and administrative excellence. She has led efforts to strengthen the division’s cybersecurity posture, implementing advanced security protocols, risk mitigation strategies, and staff training to protect student and district data.
During the COVID-19 pandemic, her leadership ensured a seamless transition to virtual learning with no delays or technical issues. She also spearheaded efforts to provide internet access to all students in need, ensuring digital equity across the division.
Dr. Hoover began her career as an elementary teacher before transitioning into leadership roles. She has served as an adjunct professor at George Mason University and was the managing editor for the Journal of Technology and Teacher Education.
Committed to fostering innovation, digital equity, accessibility, and cybersecurity, Dr. Hoover ensures ACPS students and educators have the tools and protections they need to thrive in a rapidly evolving digital world.
